Fez – Amidst great distress in the Sahrawi camps of Tindouf, thousands of Sahrawi refugees obstructed the procession of the United Nations Secretary General, Ban Ki-Moon, during his visit to the Samara Camp, in the Tindouf camps, on Saturday, March 6th, creating unexpected chaos and anarchy. The uncontrollable flood of people wanted to hand letters to Ban Ki-Moon asking for “refugee status,” according to Moroccan news website Hespress.Ban Ki-Moon’s expected meeting with the selected representatives of the youth in the Samara Camp, as well as his visit to the June 17th School, were canceled after he decided to cut his visit short and return to the Rabouni Camp via helicopter. Observers said that the procession of the UN Secretary General had to change its course several times because of the escalation of chaos and confusion. A girl among the crowd was hit reportedly by a car and suffered serious injuries. This promoted some people try to intercept Ban Ki-Moon’s car and pelt it with stones.It was also reported that much of the violence and physical abuse were perpetrated by Polisario militia against the protestors, who were desperately trying to intercept Ban Ki-Moon’s car and give him the letters.Observers believe that these events reflect, beyond any doubt, the great distress, uncertainty, and despair that the Sahrawi refugees suffer in Tindouf, who have not seen a solution for the conflict that displaced them decades ago. What happened during Ban Ki-Moon’s visit would certainly exacerbate tensions in the Tindouf camps and create further divisions among in the Polisario’s separatist leadership. read more

Julie Burger’s memory and cognition are slowly fading, but she has a plan for that.Burger, 79, started to notice changes to her recall in 2013. Then in 2016 she was diagnosed with early-stage Alzheimer’s disease. Burger’s plan doesn’t necessarily involve a cure, although the Vancouver resident is participating in a clinical trial in hopes that it might yield something positive for herself or others.Burger’s plan is more focused on having a good quality of life as her memory fades, and getting all her financial and legal affairs in order before she is unable to handle the details.Matt Gannon, a program specialist with the Alzheimer’s Association Oregon and Southwest Washington chapter, said early diagnoses like Burger’s bring benefits, including the ability to do legal and financial planning, participate in scientific research, and structure your life in the way you want, while not scrambling to discover a diagnosis.“Nobody wants to have to make major rushed important life decisions in crisis,” Gannon said.Burger and her husband Les, 79, who live in Vancouver, have assisted the Alzheimer’s Association in a campaign with the Ad Council that focuses on the need to talk about recognizable changes in cognition and memory, and the need to discuss those changes with family and see a medical provider, who can provide a diagnosis.Burger and her husband participated in a short advertisement, discussing their ” ‘Aha!’ moment.” The couple explain that Burger, who worked for 50 years with the American Red Cross and received the President’s Lifetime Achievement Award from President Barack Obama, used to breeze through entire books on four-hour flights. While Fortnite dominates the battle-royale genre on consoles and PCs, PUBG Mobile is king when it comes to phones. PUBG Mobile earned $146 million from player spending in May, according to a report from data insights firm Sensor Tower, making it the top-grossing mobile app that month. The total is split between $76 million in revenue from PUBG Mobile outside of China and Game for Peace, a Chinese-specific version of the game that brought in $70 million. In May, Tencent rebranded PUBG Mobile in China due to a government crackdown on video games featuring violence. Game for Peace has the same gameplay, but there’s no blood. Alaska’s Congressional delegation and a dozen other lawmakers are asking the Defense secretary to study how contracting reform has hurt Alaska Native corporations and tribally owned businesses. The lawmakers sent letters this week to Secretary Ash Carter about the 2010 rule change, known as “Section 811.”The reform came amid a massive boom in Native contracting that critics called scandalous. Under the 8(a) program of the Small Business Administration, disadvantaged businesses can get government contracts without competing for them. For tribes and Alaska Native corporations, Congress abolished the normal $4 million contract cap. That launched a boom worth several billion dollars at its peak in 2010. A slew of negative media and government reports followed, and Congress demanded a change.But the reform, Section 811, is having more than its intended effect, says Kevin Allis , executive director of the Native American Contractors Association.“Although on its face it would seem to make sense, the way that it’s actually been implemented it’s been to the detriment to Native American-owned federal contractors,” he said. “They’re actually not awarded these contracts anymore.”Section 811 requires agencies to supply justification and approval for non-competitive 8(a) contracts worth over $20 million. But Allis says the attention has scared some agencies off dealing with Native 8(a) contractors entirely, and others wrongly interpret the $20 million threshold as a cap. He says Native contractors have signed very few contracts above that level since the rule went into effect.
