United Nations Secretary-General Kofi Annan has announced his intention to redeploy peacekeepers from the organization’s operation in Burundi (ONUB) to its mission in the Democratic Republic of Congo (MONUC) to boost security and monitoring during the Congolese elections and beyond. In a letter addressed to the President of the Security Council, which has already authorized the redeployment but must decide on the specifics, Mr. Annan said he would transfer one infantry battalion, a military hospital and up to 50 military observers for an initial period running through the end of this year. The military units, he said, would operate in troubled Katanga province of the huge central African country, where UN agencies have reported that fighting between the army and Mai Mai rebels has driven over 150,000 people from their homes in the last six months. Observers would be deployed throughout the country to increase observer capacity for the 18 June poll, which the UN is helping to organize in the largest and most expensive electoral operation the world body has ever undertaken. Pakistan and Jordan, the troop contributing countries, have indicated their agreement in principle to the transfer. In a December resolution extending ONUB’s Mandate, the Council had authorized redeployment of military and civilian police personnel between the two missions as a step toward draw-down of the Burundi force after last year’s successful elections as it emerges from its 12-year civil war. read more

Retail experts say the answer to that question is a definite yes — but it all lies with the mystifying millennial market. THE CANADIAN PRESS/Nathan Denette TORONTO – The recent arrival of U.S. luxury retailers Saks Fifth Avenue and Nordstrom have left many wondering if Canadian shoppers are as hungry for high-end goods as originally believed.Retail experts say the answer to that question is a definite yes — but it all lies with the mystifying millennial market.“Everybody is grappling with how to get a hold on the millennial consumer,” Doug Stephens, an analyst with Retail Prophet, said in a recent interview.“The problem is that nobody can figure them out yet. They are very different from their parents in how they regard luxury.”That’s why it’s becoming increasingly important for retailers to build brand loyalty among millennials as early as possible, before they enter their peak spending years. In the past, luxury was a pair of $400 Prada sunglasses or a $2,900 Louis Vuitton handbag. Now millennials — commonly defined as those born from the early 1980s to the early 2000s — view luxury as part of an experience that they can share on Instagram or Snapchat with their friends.Stephens says high-end goods can still complete the luxury lifestyle, but just owning something expensive doesn’t mean as much to the millennial as it may have to their parents — they want to experience the luxury.“It’s about being at an exclusive penthouse party or having the ability to travel and have a life that is luxurious as opposed to having simply a BMW parked in the driveway,” he said.Holt Renfrew knows how critical it is to capture the millennial market, anticipating that Gen Y-ers will make up more than half of their customer base by the end of 2017.“A lot of them may not have the means to be our highest-spending customers right now, but we absolutely recognize that they will grow in importance as they grow in their careers,” said Alison Simpson, senior vice-president of marketing and customer experience at the national luxury chain.Capturing the attention of these “digital natives” is a difficult task. At Holt’s, they’ve made a big effort to attract millennial shoppers by engaging with them over social media, curating outfits for special online magazines and even driving a mobile truck around Toronto to showcase the season’s latest looks.Simpson says even though some millennials don’t have the cash to splurge on luxury items everyday, they still find the money to buy quality.“The level of craftsmanship is critically important to them as well. It’s not just about ‘I can get more for less money,’” she said.“It’s not about the quantity game for them, especially for select pieces like a great pair of shoes, a great bag, a great coat. It’s much more about an investment and valuing the craftsmanship and time that went into preparing it. It’s not just about cheap and cheerful.”Earlier this month, Square One Shopping Centre west of Toronto opened a new “luxury wing.” Among the personalized services, the renovated space features a concierge who can make dinner reservations for you and a valet who can park your car in one spot at the mall, then pick you up at the other end after the shopping spree is complete.Square One’s marketing director, Toni Holley, said luxury retail means being in the know with the latest fashion trends, whether that’s via pop-up stores or celebrity stylist blogs.“Luxury is the idea of the experience of exclusivity, authenticity,” she said. “There was a time when luxury meant price …. High-priced items (were) luxury items, but nowadays, something could be $5, but if it’s rare and one of a kind, then that’s luxury.”Retail expert Farla Efros says it’s vital for luxury retailers to forge ties with millennials — and fast.“All these retailers are flooding into Canada, and millennials are the big opportunity,” said Efros, president of HRC Advisory. “Otherwise, (retailers are) going to be cannibalizing from each other because the pie is not going to grow.”———Follow @LindaNguyenTO on Twitter read more

Senators have left Washington for the Fourth of July break without voting on a bill as planned.“If Republican Senators are unable to pass what they are working on now, they should immediately REPEAL, and then REPLACE at a later date!” Trump wrote early Friday.Later that day, McConnell told reporters after an event in his home state of Kentucky that the health bill was challenging but “we are going to stick with that path.”He added: “It’s not easy making America great again, is it?”The president tweeted his message shortly after Sen. Ben Sasse, R-Neb., had appeared on Fox News Channel’s “Fox & Friends” to discuss a letter he’d sent to Trump suggesting a vote on repealing former President Barack Obama’s health law, followed by a new effort at a working out a replacement.Trump’s suggestion has the potential to harden divisions within the GOP as conservatives like Paul and Sasse complain that McConnell’s bill does not go far enough in repealing Obama’s health care law while moderates criticize it as overly harsh in kicking people off insurance rolls, shrinking the Medicaid safety net and increasing premiums for older Americans.McConnell has been working to make deals with members of both factions in order to finalize a rewritten bill lawmakers can vote on when they return to the Capitol the second week of July. Even before Trump weighed in, though, it wasn’t clear how far he was getting. Trump’s tweet did not appear to suggest a lot of White House confidence in the outcome.“McConnell’s trying to achieve a 50-vote Venn diagram between some very competing factions,” said Rodney Whitlock, a veteran health policy expert who worked as a Senate GOP aide during passage of the Democrats’ Affordable Care Act.“So what the president tweeted takes one side of that Venn diagram and pushes it further away, and actually puts on the table an option that will probably drive that group away from seeking compromise with the other side of the Venn diagram.”Even before Trump was inaugurated in January, Republicans had debated and ultimately discarded the idea of repealing the overhaul before replacing it, concluding that both must happen simultaneously. Doing otherwise would invite accusations that Republicans were simply tossing people off coverage and would roil insurance markets by raising the question of whether, when and how Congress might replace Obama’s law once it was gone. The idea also would leave unresolved the quandary lawmakers are struggling with now, about how to replace Obama’s system of online insurance markets, tax subsidies and an expanded Medicaid with something that could get enough Republican votes to pass Congress. House Republicans barely passed their version of a replacement bill in May, and the task is proving even tougher in the Senate, where McConnell has almost no margin for error.Moderates were spooked as the week began with a Congressional Budget Office finding that McConnell’s draft bill would result in 22 million people losing insurance over the next decade, only 1 million fewer than under the House-passed legislation which Trump privately told senators was “mean.” But conservatives continue to insist that the bill must go further than just repealing some of the mandates and taxes in Obama’s law.“It’s distressing to see so many Republicans who’ve lied about their commitment to repeal,” Ken Cuccinelli, president of the Senate Conservatives Fund, said in a conference call Friday.Underscoring the fissures within the GOP, conservative group leaders on that call welcomed Trump’s suggestion but said it didn’t go far enough because it could open the door to a subsequent bipartisan compromise to replace Obama’s law. At the same time, a key House Republican, Rep. Kevin Brady, chairman of the House Ways and Means Committee, rejected Trump’s suggestion, contending that it “doesn’t achieve what President Trump set out to do.”“I really think the Senate’s approach — certainly in the House — of not simply repealing but to start to put into place the elements that can make health care affordable, that’s what the president set out to do,” Brady said in an interview on C-SPAN’s “Newsmakers” program.___This story has been corrected to reflect that McConnell said during an appearance in Kentucky on Friday night, “It’s not easy making America great again, is it?” The quote that has been replaced in the story had used “American” instead of “America.” President Donald Trump, center, speaks as he meets with Republican senators on health care in the East Room of the White House in Washington, Tuesday, June 27, 2017. “This can then lead to developing novel treatments to relieve allergy symptoms without compromising fertility”.It comes amid a rise in allergies across the industrialised world, leading to growing use of drugs such as antihistamines.John Smith, chief executive of the Proprietary Association of Great Britain, said: “The researchers’ key conclusion is that further human clinical studies are needed before any clear links between antihistamines and male fertility can be established.“People taking over-the-counter antihistamines should not be concerned by this research,” he said.“Antihistamines are an effective and appropriately safe way to provide relief from symptoms of allergies if used in accordance with the clear on-pack instructions and the patient information leaflet inside,” he said.Kevin McEleny, from the British Fertility Society said “This review article outlines the possible role of histamine in the testicle. It doesn’t address the impact of antihistamines on testicular health. There is no evidence here that men who take antihistamines for a medical condition should have any concern.” Dr Carolina Mondillo, one of the study’s authors said. “More large-scale trials are needed to evaluate the possible negative effects of antihistamine on reproductive and sexual health. Argentinian scientists reviewed more than 60 studies on how the drugs affects male fertility, mostly using animal trials. They concluded hayfever tablets are likely to affect the production of male sexual hormones in the testicles, which can lead to lower quality sperm, as well as a reduced sperm count. The researchers from the Institute of Biology and Experimental Medicine, in Argentina, said men trying for families should be cautioned against antihistamine overuse, while larger studies were carried out. RIDGEFIELD — The Washington Department of Ecology fined Cascade Bridge $2,500 for violating its National Pollutant Discharge Elimination System permit, according to a news release.Ecology issued the fine March 29 after what the agency said were repeated permit violations after three inspections of a project site in Ridgefield. The NPDES permit addresses water pollution by regulating sources that allow pollutants to enter waterways. In the first quarter of this year, Ecology issued just under $545,000 in penalties of $1,000 or more. The funds the agency collects are then put into the state’s general fund or dedicated to pollution prevention accounts. read more
RB Salzburg sporting director Christoph Freund has admitted that Marseille’s late tie-winning goal was a “bitter pill to swallow” in their 3-2 aggregate defeat in the Europa League semi-finalsThe Austrian Bundesliga leaders appeared to have been on the verge of another comeback charge after netting a two-goal lead at the Red Bull Arena on Thursday night to level the aggregate scoreline to 2-2 between the two sides. As the tie was still level between the sides, extra-time was called by the match officials to decide a victor with Marseille scoring a dramatic winner through substitute Jorge Rolando, who volleyed a corner kick into the back of the net at the 115th minute of the second leg to send the Ligue 1 side through to the final of the competition.Speaking after their defeat, Freund admitted that it will be difficult for them to accept.Marseille needing to replace Florian Thauvin Taimoor Khan – September 12, 2019 Florian Thauvin is out of action due to an ankle injury which means that Olympique de Marseille have to quickly seek a solution. Amazon’s New Facial Recognition Smells Your FearSnapchat’s New Snap Spectacles Will Have Two Cameras, Cost $350 Stay on target If you’ve received a random MyHeritage DNA test kit in the mail, beware: Hackers stole credit card information from over 1,000 customers and sent unsolicited DNA test kits to homes during the holiday season.Last month, the hackers ordered roughly 2,400 MyHeritage DNA test kits during a third-party holiday “Refer a Friend” program, USA Today reported. The hackers, which were trying to steal $10 Amazon gift cards from each referral, started their scam on Dec. 24, at a time when people were gifting MyHeritage DNA test kits to friends and family. On Christmas Eve, MyHeritage started receiving complaints from customers, who were annoyed about receiving random MyHeritage DNA test kits in the mail, Rafi Mendelsohn, MyHeritage’s director of public relations, told USA Today.Following complaints, MyHeritage stopped giving out Amazon gift cards on Dec. 26 and ended the “Refer a Friend” program on Jan. 1. Additionally, all purchases made under the program were refunded and the DNA tests sent out were cancelled. Mendelsohn told USA today that most of the stolen credit cards came from Brazil, India, and the U.S.During an investigation, MyHeritage found that the hackers were stealing personal data and credit card information to make money: They would create fake email accounts, have the electronic Amazon gift cards sent to them, and they would get to keep the cash. This isn’t the company’s first issue with hackers though: In June 2018, MyHeritage said hashed passwords and email addresses of more than 92 million users were stolen in a previous breach on October 26, 2017. Despite the concerning news, credit card information, DNA data, and family trees were not believed to be exposed by the hacking incidents.More on Geek.com:Uncover Your Pet’s Ancestry With Cat DNA TestLet Your DNA Guide You to the Right UniversityKeep Your Friends and Family Close With DNA Tattoo Ink read more

To Fitzgerald, however, the things he has done over his career that helped him earn this award are the things he felt like he was supposed to do. He made sure to point out how he is not the only player to win the award, and is pleased to be part of the tradition.Kurt Warner, who was the Cardinals’ winner in 2008, ended up being chosen as the overall winner, and received his award prior to Super Bowl XLIII — in which Arizona was a participant.“Well that was pretty cool because we were all on the sideline right before the National Anthem and Kurt was standing there on the podium with Mrs. Payton and receiving his award,” Fitzgerald remembered. “That was really special; I think he’s got to be the only one that was actually in uniform to accept the award, so to have two Cardinals do that, that would be pretty cool.”For that to happen, Fitzgerald and the Cardinals will have to do more on the football field. That, everyone would see, but is also a conversation for a different time. For now, the 33-year-old future Hall of Famer has been honored for what he does off the field, much of which people are aware of.Bidwill, however, made sure to point out how many of the player’s good deeds go unannounced. Fitzgerald, Bidwill said, is a guy who could be doing anything he wants on a day like that, but chose to spend his time in service of others.“When I think about it, in the history of this franchise, there’s no doubt in my mind there’s no player that has done more for the community than Larry Fitzgerald,” he said.Without Bidwill telling the story, that day — in its entirety — would have gone essentially unnoticed. For Fitzgerald, he probably would have preferred it that way. Never the most outspoken or flamboyant player, he seemed a bit uncomfortable standing by while his boss was heaping praise on him.“You guys have been around me a long time, I’m kind of very uncomfortable talking about that type of stuff,” he said. “But I have a tremendous amount of respect for Mr. Bidwill. Not only has he drafted me to come here, he’s led by example and really shown me the way just overall as a man.“We’ve had so many talks about life and just doing the right things, and you know, him setting that example for me and then coming up here and talking about some of the things that I’ve done, it’s truly humbling and it lets me know that it matters, it’s important as a player here, and I need to continue to keep raising the bar.” It’s a long list.Whether it’s the First Down Fund or the Carol Fitzgerald Memorial Fund or the trips he has taken to speak with and support members of the military, to visiting hospitals and helping feed the homeless, the face of the franchise has had his hands full giving.“He’s given here, locally, in so many different ways it’s hard to count,” Bidwill proclaimed. “You look at the different things here as a teammate — everybody knows that Larry has his different foundation fundraisers; we also have a lot of other players that have been having fundraisers themselves. The one player you can count on to see in attendance at every one of those is Larry Fitzgerald.“And it’s just not for the Cardinals, but you see him at Diamondbacks players foundations, you see him at Suns players foundations, you see him at Coyotes players foundations. You see him at so many different other things that he’s doing around the community, in addition to his own and his teammates’ foundations.”Bidwill then summed his position up rather nicely.“There’s no sports star in Arizona history that has done more than Larry Fitzgerald,” he said. Follow Adam Green on Twitter Grace expects Greinke trade to have emotional impact “There’s a lot of kids and people that just don’t have it great, and I think it’s important for you to get out and try to spread some cheer, spread some love,” Fitzgerald said. “When I go to Phoenix Children’s Hospital and you see children who are battling for their lives and dealing with just unbelievable circumstances, and you see the charisma and the character of the parents and the willingness of the doctors and nurses — that stuff, it really just energizes me, because those people, they could complain, they could be down, their spirits could be down and out, but they stay encouraged.“When I go and I leave, I feel encouraged; I feel like I need to be a little bit in a better mood when I leave because their attitudes are so positive. And so, I get just as much as I give, to be honest with you, if not more.”The truth is, everyone benefits.Fitzgerald’s willingness and desire to help stems from his feeling of responsibility to be a good example in the community. As great as it is to catch touchdowns, he said, football is just a game and it’s important to pay attention to the things that really matter.“The game of life is much more important, and I think the guys in this locker room understand that, and that’s why I really, really love being an Arizona Cardinal,” he said. Former Cardinals kicker Phil Dawson retires Derrick Hall satisfied with D-backs’ buying and selling 0 Comments Share “When I think about probably the day that really typifies what Larry Fitzgerald’s all about, it’s this Thanksgiving, just a couple weeks ago,” Bidwill said. “Larry’s day went like this: at 5:50 in the morning he was out the door to come here (to the facility) to get treatment. He gets his treatment, he goes to his meetings, he goes to a very physical practice that day.“Immediately after he leaves, he goes and picks up two deep-fried turkeys: one for my dad — he just wanted to visit my dad; my dad’s had kind of a tough year, losing my mom, and I know he wanted to visit him — but dropping off that turkey and spending some time with my father, I thought it was just tremendous. But he knew that here’s an older gentleman that probably needed a visit, and he knew it would lift up his spirits. He did.”Bidwill noted that from there, Fitzgerald went to his own family’s Thanksgiving. But the receiver’s day was not done.“And then from there, he went down to St. Vincent de Paul and served food to the homeless and to the underprivileged for hours. And then from there, at the end of the day, when every kid at Phoenix Children’s Hospital thought that all the visits were over and sort of the end of the day’s there, and everybody’s a little bit sad that all the excitement (is over), in comes Larry Fitzgerald and lifts everybody’s spirits up one more time.” TEMPE, Ariz. — Before Michael Bidwill walked over to the microphone to speak with reporters Thursday afternoon, receiver Larry Fitzgerald announced that it was the team president’s birthday Monday and to offer well wishes.“It was Tuesday, but that’s alright,” Bidwill answered, to laughter. It was a rare instance where Fitzgerald swung and missed while trying to do the right thing.Bidwill then went on to talk for nearly six minutes about Fitzgerald, the Arizona Cardinals’ Walter Payton NFL Man of the year, going over the many charities he is involved with and various acts of kindness he has performed. Top Stories The 5: Takeaways from the Coyotes’ introduction of Alex Meruelo As the team’s Walter Payton NFL Man of the Year, Nationwide presented a $10,000 check to Fitzgerald, while he will receive a $50,000 donation to the charity of his choice and another $50,000 donation in his name to help implement the Character Playbook program in Arizona.Fitzgerald is one of 32 players from around the league to qualify to be the league’s 2016 Walter Payton Man of the Year, with the winner being announced in Houston at the NFL Honors prior to the Super Bowl.Fitzgerald, who was one of three finalists for the overall award in 2012, called this a “tremendous honor,” and in typical fashion, made sure to thank the Cardinals organization as well as his various teammates who also help out in the community.“This award, the Walter Payton Award, to me, is the one award that I think off the field represents really what it should be about,” Fitzgerald added. “A lot of times in the media you hear about the negativity, and it’s great to always have a positive connotation when you’re being portrayed in the media, and to be a part of that, it means a great deal to me.”The idea of giving back to the community has been something Fitzgerald has had since he joined the Cardinals in 2004, with his charity functions and events being a regular occurrence throughout the year. He said his mother, Carol, used to tell him when he was young that everyone had 24 hours in a day, and what they did with that time was up to them. Wolff portrays Trump’s top three advisers at the beginning of his presidency — Bannon, What was unexpected, the cheery chatty series anchored by Kelly Ripa Sure Ripa’s original cohost Regis Philbin left the series in 2011 but Ripa gamely went through a public audition for a cohost and landed upon the amiable former NFL star Michael Strahan The format has been the same since the days in which it was hosted by Philbin and Kathie Lee Gifford; the hosts come out and talk for a bit about what’s new with them eschewing basically any hard topic in favor of the lightest possible chatter It’s the format as much as the generally harmonious turnovers in the past that makes this week’s developments so uncannily bizarre On Wednesday immediately following Strahan and ABC’s announcement that the former New York Giant would be departing Live to appear full-time on Good Morning America Ripa was unexpectedly absent Guest host Ana Gasteyer looked on grimly and wordlessly as Strahan gave a speech thanking all those who’d been a part of his success on Live Ripa was not specifically among them but Strahan thanked her later in the broadcast citing online comments about his initial statements as the reason to amend the record His late mention was he seemed to imply an attempt to avoid mentioning her so as not to cry Unless it was a passive-aggressive dig For the umpteenth time viewers of daytime talk were able to choose for themselves What’s happening with Live seems to be a meltdown: Ripa began a planned Caribbean vacation early reportedly refusing to come into work until at earliest next week thanks to her discontent over the manner in which she was informed of Strahan’s departure and a perceived existential threat to the future of Live It is uncomfortable It exposes the seams of even the friendliest chat shows Ripa and Strahan have shared coffee every weekday morning for four years and are now uncomfortably disassembling that contractually-mandated bond in public On Thursday’s show Ripa’s absence was mentioned only briefly and completely dispassionately The disappearing act existed within the show’s hermetic world only as the reason that Erin Andrews was substituting today Moving on quickly Strahan and Andrews discussed their favorite gifts to give the TV show Three’s Company and how annoying blackheads are Wrapping up a conversation about the health benefits of whole milk Andrews asked “So what else is going on around here” and laughed Strahan delivered an open-mouthed chortle and shouted “too soon” That Ripa and Strahan would seem to be icing each other out to such an extreme degree Strahan largely silent about his cohost’s discontent and Ripa just silent is riveting It’s as subversive to Ripa’s image as a chipper mom/talk-show host/housewares mogul-in-the-making was her cameo as a party girl on Broad City with the key difference being that the Broad City role was scripted It’s the sort of reminder that we forget shortly after each daytime-talk blow-up The stars we watch idly while getting ready to commute to work or sipping our own midmorning coffees may truly enjoy each other But experience has shown that as a rule they are less friends than associates working with and at times it’d seem against one another It’s a testament to their abilities at delivering the best of their personalities that we’re able to forget that each talk show is a business enterprise with competing interests at play And it’s a testament to how good they are at hiding everything else of their personalities that when any humanity peeks out we’re more interested than ever Contact us at editors@timecom(JAKARTA Indonesia) Search and rescue personnel worked through the night to find victims of the Lion Air plane crash in Indonesia sending 24 body bags to identification experts as the airline flew dozens of grieving relatives to the country’s capital The 2-month-old Boeing jet crashed into the Java Sea early Monday just minutes
