In certain districts, prices haven’t adjusted much, and in some cases, prices have remained relatively stable to the previous year. OTTAWA — One of the country’s biggest mobile companies is hoping the courts will overturn a decision by the telecom regulator that was aimed at creating greater price fairness for mobile TV services.Bell Mobility Inc. has filed an application with the Federal Court of Appeal, asking that it be allowed to appeal a Jan. 29 ruling, which called the service provider’s pricing model for its mobile TV app “unlawful.”Bell Mobility charges $5 a month for its Bell Mobile TV service and allows customers to stream up to 10 hours of programming on their mobile devices without counting the usage against their monthly wireless data caps. Following yesterday’s “appalling” suicide bomb attack in Kabul against the convoy of a presidential candidate, the top United Nations official in Afghanistan has condemned the incident and reiterated his belief that the Afghan people will “not be deterred by such acts of terror.” “I strongly condemn this appalling attack against the democratic process,” said Ján Kubiš, head of the UN Assistance Mission in Afghanistan (UNAMA) in a press statement issued earlier today in the wake of the incident, which killed 13 civilians and security personnel and wounded a further 46 people. The incident took place in the run-up to the 14 June second round run-off to elect the country’s next President. According to UNAMA, two suicide bombers attacked the convoy of presidential candidate Dr. Abdullah Abdullah while he was travelling to a political rally in western Kabul. Dr. Abdullah was uninjured. “The high number of civilians killed and injured further shows a complete disregard for the lives of ordinary Afghans. Such an attack on a busy road used by many civilians violates the most basic principles of humanity” the UNAMA chief declared. Mr. Kubiš underlined continued support for Afghanistan’s electoral process and belief that the Afghan people were determined to defend democracy and would not be deterred by such acts of terror. While expressing condolences to the families of those killed and wounded in the incident, UNAMA also reiterated that attacks directed against civilians are serious violations of international humanitarian law which parties to the armed conflict – including all anti-Government elements – must uphold. “Attacks on civilians particularly through the use of indiscriminate improvised explosive devices (IEDs) may amount to a war crime,” added the Mission. The UN Security Council yesterday issued a similarly strong condemnation of the attack on Dr. Abdullah’s convoy, and also underlined their support for Afghanistan’s democratic processes and looked forward to the second round of the presidential election and the continued orderly transition to a new administration. In early April, Afghans thronged to polling stations to cast their ballots for a successor to President Hamid Karzai and members of 34 provincial councils. I believe, at these challenging times for the Force, the men and women who serve in it will continue to enjoy the respect of the community they serve, often at great risk to themselves.I extend to him my sincere thanks for his dedication and service to the State throughout his long and distinguished career. Srinagar: Amid tight security, CPM leader Sitaram Yechury on Thursday met ailing party MLA Yusuf Tarigami at his residence in Srinagar where he is under house arrest. Yechury is the first opposition leader allowed to visit Kashmir after the government revoked Article 370 on August 5. Yechury drove from the airport here in a security convoy of 10 cars and reached Tarigami’s Gupkar Road residence at noon. The media was barred from going close to Tarigami’s residence. The stretch of road leading to Tarigami’s house was kept out of bounds. Concertina wire was used to restrict the movement of traffic. Yechury spent a few hours at Tarigami’s home. All of these activities are offset by the increased competition for food and the problems associated with communicable diseases. To help understand what causes fish to form a school, Stefano Marras and Maurizio Porfiri built a small robotic fish that they attached to the bottom of an artificial channel of moving water in their lab. They then placed a live golden shiner fish in the water behind it to see what would happen (because the water was moving the fish had to swim just to stay even.) They found that if the robot fish didn’t move at all, the live fish tended to ignore it. But if they caused the tail on the robot fish to move in a way that is very similar to the way golden shiners move theirs, the live fish would move into formation behind it. And that wasn’t all, after moving into formation, the real fish slowed its movements slightly, indicating that by following the robot fish, it was gaining an energy advantage similar to the way geese do when they form a vee when flying.The results of this experiment indicate that live fish can be led by a robot fish, which might prove useful in helping to protect fish populations at risk due to environmental disasters. We find that biomimetic locomotion is a determinant of fish preference as fish are more attracted towards the robot when its tail is beating rather than when it is statically immersed in the water as a ‘dummy’. At specific conditions, the fish hold station behind the robot, which may be due to the hydrodynamic advantage obtained by swimming in the robot’s wake.
