The Canadian PressLA LOCHE, Sask. – Prime Minister Justin Trudeau is expected today in a northern Saskatchewan community where residents have spent the last week grieving a shooting that left four people dead and seven others wounded. The isolated Dene community of La Loche was rocked to its core last Friday when a shooter killed two brothers at a home in town before going to the high school and killing a teacher and a teacher’s aide. A 17-year-old boy, who can’t be named under the Youth Criminal Justice Act, has been charged with first-degree murder and attempted murder. Friends have said he was an outcast at home and a victim of bullying at school. The prime minister, who is to be joined by Saskatchewan Premier Brad Wall, was in Switzerland when he was notified of the shooting. He said at the time that all Canadians stand with the people of La Loche in what he called “every parent’s worst nightmare.” Teachers from the school have posted a letter on Facebook that assures students they won’t be deserted after last week’s events. “Some people have expressed concern that some of us have left and the fact is, we are hurt and we are healing but we are still here,” the letter says. “Some people need to leave to get help. We don’t judge or condemn anyone who needs to be somewhere else to pick up the pieces, but we are choosing to move forward together, as a family and a community,” in continues. “We are supporting each other so we can help support you. We will be back. We will rebuild. We will get better together. “So if you find yourself wondering where your teachers and school staff are, the answer is: we are in La Loche. 14 April 2010Delegates from 42 countries in Africa, which along with Asia is the most vulnerable continent to disasters, kicked off a United Nations-backed meeting in Nairobi today to discuss ways to make their communities and citizens safer. Over 700,000 people in Africa have been killed, and more than 300 million others affected, over the past 30 years by more than 1,800 disasters, according to the Center for Research on the Epidemiology of Disasters (CRED). The second Africa Ministerial Conference on Disaster Risk Reduction brings together more than 170 delegates representing government, regional economic communities, donors, academia, UN agencies and non-governmental organizations (NGOs) to discuss an issue that is vital to the continent’s future. “As the 2009 Global Assessment Report on disaster risk reduction indicates, people’s exposure to disasters is growing at a faster rate than risk reducing capacities are being strengthened,” says Margareta Wahlström, the Secretary-General’s Special Representative for Disaster Risk Reduction. Participants at the three-day meeting will discuss and adopt an updated version of the Programme of Action for the Implementation of the Africa Regional Strategy for Disaster Risk Reduction and concrete measures for the period 2006-2015, as well as specific areas of interventions, expected results and measurable indicators to monitor progress. They are expected to define mechanisms and identify resources to help implement the African Strategy and Programme of Action, prioritizing investments that will contribute to making schools, hospitals and cities safer against disasters.Ms. Wahlström noted that regional mechanisms such as the African Strategy and the Programme of Action are the best tools to address new challenges and avoid disasters on the continent, which is likely to be more affected by climate-related hazards in the future. Control and management of the public health system would shift away from the public sector to non-government organization (NGOs), UN agencies system and the private sector under the scenario developed by the UN World Health Organization (WHO).Analyzing the consequences of a cut-off after the election victory of Hamas, WHO said the public health system would suffer acute financial crisis.Salaries would not be paid to some staff, medicines and other equipment would be in short supply, and the health ministry would be paralyzed or less capable of developing policy, regulatory and coordination related functions, the agency said.The funding issue was addressed by the diplomatic Quartet dealing with the Middle East situation – the UN, United States, Russia and the EU – in a statement issued on 30 January. An overnight search Thursday for a Portland man who went missing during a climbing trip on Mount St. Helens was called off Friday afternoon after the climber walked out to a road and caught a ride back to the city.Patrick Johnston, 38, was part of a group of four hikers with a guide who reached the summit of the Southwest Washington volcano and were on their way back down the mountain when the man went ahead of the others to start packing up their camp. When the rest of the party reached the camp, it was still set up and Johnston was nowhere to be found, according to a bulletin from the Skamania County Sheriff’s Office.The Volcano Rescue Team had checked areas on the mountain through the night. Mountain rescue team members from the Crag Rats from Hood River, Ore., and Portland Mountain Rescue joined in the search Friday, and military aircraft were requested.The sheriff’s office received word from a third party early Friday afternoon that Johnston had walked out of the Mount St. Helens area to a road and was in a vehicle en route to Portland. Dispatch then contacted Johnston directly, who confirmed he was off the mountain.Marble Mountain Sno-Park is the starting point for the Worm Flows Climbing Route for the Mount St. Helens summit. But while this title is not going to take a place alongside “Breath of the Wild” or “Ocarina of Time” in the pantheon of great core Zelda games, it holds its own as a combat-oriented romp with a large heaping of fan service.This is the third iteration of “Hyrule Warriors,” which first saw life on the Wii U four years ago. At that time it served as a stopgap for Wii U owners desperate for a new Zelda title. A 3DS port followed in 2016 with some new features.To leverage the Switch’s fast-selling start, Nintendo included everything from the Wii U version, including downloadable content, added in the 3DS extras and beefed up the visuals for the “Definitive Edition.” It’s the second repackaged Wii U game to come out in the last couple of weeks after “Donkey Kong Country Tropical Freeze.”The Zelda universe lends itself well to the “Dynasty Warriors” concept. Players can tackle stages with a solid roster of characters from multiple Zelda titles. Obviously the omnipresent Link and Princess Zelda are options, while the imposing Darunia from “Ocarina of Time” and the mischievous Midna from “Twilight Princess” are among the other characters available to hack their way through the stages.You will be given a time limit and a series of objectives in each level, usually defeating the big bad and protecting your allies’ base of operations. Along the way you will be beset by thousands of monsters, but each character has an assortment of attacks and abilities suited to dispatching enemies en masse.The run-of-the mill monsters pose zero threat, even in massive hordes. They are simply there to see how many you can destroy with one of the many devastating attacks at your disposal.Combat gets more interesting when battling tougher creatures, like the large brutish Moblin, which can block your attacks with a shield or send you flying with a belly flop. These foes require you to expose a weakness by dodging an attack and countering, or by using a specific item to interrupt a special move.Boss monsters, in a nod to the Zelda series, often have a weak spot that can be exploited by hitting them with a recently found item or weapon.Objectives will change during the mission as immediate threats to your success arise, such as a keep under siege that needs to be saved. The number of heroes at your disposal depends on the level, but when you have control of multiple warriors it’s a good idea to issue commands to them in order to tackle several tasks at once.While the initial goals are simple, action can get pretty chaotic with enemies sometimes initiating attacks on several points of the map at once. It can be a little stressful when notifications of an ally about to fall or a keep under siege by elite forces keep popping up while fighting a boss monster. But this becomes less of an issue once you get the hang of splitting up troops and switching between hero characters.It doesn’t help that the mini map that highlights your objectives is difficult to read, particularly in handheld mode. Putting the game in pause mode to bring up the larger, clearer map helps, but also interrupts the flow.There is a story mode which features a corrupted sorceress and some time portals to explain why all these characters from disparate games are appearing in the same title. This is not a narrative-driven game, but the story is certainly serviceable and links up the stages adequately.After finishing a level you can go back and try it again with different characters and with all the items you acquired since first completing it.
